Once they've been invented, how do they all “catch on”? Pretty soon, we shall have your God rushing round talking to each cuttlefish - or alternatively, preprogramming the first cells to ensure that a few thousand million years later, some cuttlefish will simultaneously come up with the shark avoidance technique, but some won't. Or it may just be that all organisms have ways of passing information to one another.
